Top Legislative and Budget Priorities to Protect Public Health, Clean Water, and Communities from Toxic Pollution

New York, NY – The New York League of Conservation Voters (NYLCV) and Environmental Advocates NY (EANY) announced a slate of Superbills — priority legislation and a major budget investment that will be more heavily weighted in each organization’s annual environmental scorecards, and that they will aggressively support this year along with other advocates.
The 2026 Superbills include:
- Lead Pipe Replacement Act (S6892/A7878): Accelerating the replacement of lead water service lines statewide, a critical step toward eliminating lead contamination in our drinking water.
- Beauty Justice Act (S2057A/A2054A): Protecting consumers from harmful chemicals in personal care and beauty products while advancing environmental justice.
- Packaging Reduction and Recycling Infrastructure Act (PRRIA) (S1464/A1749): A major waste reduction proposal to cut down on excessive packaging and strengthen recycling systems across New York.
- Ban on PFAS in Consumer Products (S9073/A7738): Phasing out “forever chemicals” from everyday items to protect New Yorkers from toxic exposure linked to serious health risks.
- Budget Priority: $1 Billion for the Sustainable Future Fund: Continued support for New York’s signature clean energy and energy efficiency initiative, through a $1 billion appropriation in the FY27 Final Budget.
“Our scorecards are meant to give New Yorkers a clear picture of who is truly leading — and who is falling behind — when it comes to protecting our environment and public health,” said Patrick McClellan, State Policy Director of the New York League of Conservation Voters. “By giving these Superbills greater weight, we’re underscoring that progress on these priorities isn’t optional. These are the actions New Yorkers expect, and they are essential to safeguarding our communities, water, and air.”
“Our Superbills tackle some of the most urgent threats to our public health and our environment, and we urge the Legislature and the Governor to rise to the moment and deliver the protections New Yorkers need and deserve,” said Katherine Nadeau, Deputy Executive Director of Policy and Programs at Environmental Advocates NY.“Together, our Superbills — which have strong bipartisan support — amount to a shared statewide agenda shaped in close partnership with environmental advocates from every corner of New York State, and we plan to work together to get them passed this session.”
The 2026 “Superbills,” identified as the most urgent environmental and environmental health priorities for New York, were chosen through a consensus-driven process by a broad ad-hoc advisory council of environmental organizations across New York, from major statewide groups to regional advocates. Together, the organizations identified the bills that will achieve the most to protect New Yorkers’ health, improve water quality, and reduce waste and toxic pollution.
