Newsday [1] reports that the Long Island Power Authority (LIPA) [2] unveiled its plan to cut power demand enough through conservation to avoid building another power plant.

LIPA hopes to cut demand by 500 megawatts, roughly 10% of peak demandLIPA hopes to cut demand by 500 megawatts, roughly 10% of peak demandStarting in January, LIPA will spend nearly $1 billion over 10 years to encourage homeowners and businesses to use energy-efficient appliances and measures.

A $3 monthly assessment fee will be added to homeowners' bills to pay for the initiative. Customers who opt to buy more efficient appliances and services will receive rebates and cost reductions, financed in part by LIPA and by the new assessments, set to last 10 years. Those who don't must still pay the fee but won't get lower bills, and residential and business programs will be separate, LIPA said.
