Background:

The pressures for residential and commercial development are enormous throughout Westchester County and continue to intensify. “Smart Growth” initiatives are designed to limit sprawl and promote quality communities by emphasizing redevelopment, pedestrian friendliness, historic landmark preservation, and protection of open space.


Solution:

The League urges the County and municipalities to:

  • Encourage regional and county planning, greater inter-municipal coordination and intergovernmental cooperation to address issues and problems that are regional in scope.
  • Pursue regional/county/local planning that focuses on Smart Growth and sustainable development principles.
  • Pursue demonstration projects that reflect Smart Growth principles, increased public access and a better balance between preservation and development.
  • Local municipalities should adopt the Hudson River Valley Greenway Compact Plan.
  • Update Patterns.
  • Adopt Scenic Road Ordinances to regulate development on scenic and historic roads.
  • Continue to purchase and monitor conservation easements.
  • Municipalities should implement green infrastructure by connecting existing greenbelts and trails wherever feasible.
