Background:
Foreign ballast water carries with it non-indigenous species that pose a risk to local marine ecosystems. In addition to compromising aquatic biodiversity, these invasive species can decimate fish populations critical to the sport and commercial fishing industry. Solution:
Pass legislation which would prohibit the dumping of ballast water in New York waters except under certain circumstances and set up a program for ballast reporting and water sampling by vessels using the state’s waterways. Similar legislation has been passed in Michigan.
