Of course, it's never good when a state doesn't have an environmental watchdog. But there's another, often overlooked point to keep in mind: There are scarce federal enviro dollars available that states compete for, and without a DEC head, New York is now at a competitive disadvantage for getting those funds. Those are important dollars that we need.
