Schumer plans to introduce the funding measure in an energy bill next month.New York's senior senator is looking to the Land and Water Conservation Fund, which is authorized at up to $900 million annually. The fund consists of royalties paid by oil companies for drilling on federal lands.

Speaking to the Syracuse Post-Standard, Schumer said he is pushing this measure as part of the energy bill the Senate will vote on in September.
