Promising millions of dollars for environmental projects, the Bigger, Better bottle bill is definitely big ... but will it be passed over once again?Despite proponents' best efforts to pass the Bigger, Better Bottle Bill, it is once again in Albany limbo awaiting budget negotiations and approval by the Senate Majority Leader Joe Bruno, who is an outspoken opponent to the bill.According to an editorial by Times Union reporter Fred Lebrun, the history of the first bottle bill shows it has greatly reduced both litter and the waste flow into landfills. And by splitting the refunds between manufacturers, distributors and the state, one would assume that the bill is beneficial to everyone. Though extending the five-cent deposit to noncarbonated beverages to increase state funding by upwards of $200 million seems like a good idea, environmental groups are beginning to wonder if opposition by the Senate leadership and the Grocery Manufacturers Association will make it possible for the bill to see the light of day anytime soon. |
