The New York Times reports that five states, New York City, and several environmental groups have filed petitions with the US Environmental Protection Agency in an effort to force airliner emissions reductions. Although aviation currently only accounts for 3% of emissions, the Federal Aviation Administration believes the figure could balloon to 60% by 2025. Last April, the US Supreme Court ruled that, contrary to the EPA's statements, it has authority under the Clean Air Act to regulate automobile emissions. The petition, which includes several suggestions concerning how to implement these necessary reductions, seeks to extend this principle to include airplanes under the list of EPA responsibilities. Although a review of the petitions has been ordered, the EPA's continued complacent referrals to general governmental expenditures slated to fight climate change render action unlikely. Moreover, the Bush Administration remains in opposition to the petitions, claiming that setting quotas on air travel violates international aviation treaties.
